The Zanzibar Managed Service

Realising Government  efficiency targets across the UK public sector through a national eMarketplace and eProcurement platform

PA worked with its consortium of partners to provide a low-cost eProcurement system, enabling the public sector buyers and private sector suppliers across England, Wales and Northern Ireland to transact easily over the Internet – regardless of size. PA had managed the design and implementation of the procurement and eGovernment solutions, ranging from providing strategic advice and developing the business case, through to managing and delivering large highly-complex eProcurement solutions, systems development, organisational change and programme management.

Trice Logistics

Embedding procurement transformation into the full supply chain process with cutting edge business-to-business eCommerce technology

PA, through its subsidiary ProcServe, is providing an eProcurement portal for Trice Logistics, a pharmaceutical logistics venture. The portal is a comprehensive business-to-business eCommerce environment. On the supply side it enables pharmaceutical manufacturers to manage catalogues and product pricing directly, while Trice Logistics can combine order fulfilment with facilities such as shipment bundling. On the buyer side it provides buyers in pharmacies in the public, private medical and retail sectors to order products either online directly on the portal or through integration with their pharmacy management systems and provides other facilities such as track-and-trace for shipments.

The West Midlands eProcurement pilot

Government  e-Procurement Pilot highlights key challenges around supplier adoption and SME engagement

In response to the UK Government's ‘Better Regulation Task Force’ the OGC, Small Business Service and PA jointly delivered a successful eProcurement pilot project that provides important lessons for eProcurement systems, process and implementation in Government. In particular it highlighted the key challenges with respect to supplier and buyer adoption.

National eProcurement Project

Government eProcurement project for local authorities

A national procurement project in England, funded by the ODPM to provide guidance and support for Local Authorities in implementing eProcurement. Implemented through the development of a series of toolkits to help authorities plan the stages of implementation and identify relevant elements of the procurement-to-payment (P2P) process to be e-enabled. Key deliverables include regional workshops, events and procurement toolkits.

BP International

Delivering procurement transformation through the gathering and analysis of spend intelligence to boost buying power


PA built Oyster, an eProcurement solution that brought together BP’s purchasing information from across the globe. Focusing on quick wins, PA worked with BP to develop in just ten weeks a working database populated with a sub-set of the purchasing information to demonstrate functionality. The solution was ultimately rolled out globally supporting three languages and containing procurement data from over 20 countries.

Philips Electronics NV

Full end-to-end strategy, design, scoping and implementation of a Procure-to-Pay transformation

This case study demonstrates PA’s capability to deliver from insight to implementation at high speed. In just 12 weeks PA first delivered a validation of the Procure-to-Pay strategy and supported the business case definition, then designed the business processes from requisition through to final payment, including the call centre operations. The supplier enablement processes were defined and the entire technical architecture was designed, including customer and supplier integration. We also provided programme and change management and built the implementation and roll-out plans.

Telenor

Realising procurement efficiency and savings through substantial spend intelligence and contract spend analysis

PA implemented Oyster, an eProcurement application that analyses transactional data and reports on company spend, for Telenor in 12 weeks. Ten business units with their own accounts payables and supplier catalogues were covered. The ten businesses used six different charts of accounts and three different system platforms. PA set up and configured the Oyster server and made it available in the Telenor Intranet with minimal use of scarce internal IT-resources. PA also obtained data from the business units and linked commodities to Oyster’s common chart of accounts.

London Borough of Southwark

Delivering procurement transformation through re-engineering of processes for purchasing goods and services

PA undertook a review of the Council’s processes for commissioning goods and services. This included reviewing the structures, systems and procedures for management devolution, the options for joint commissioning activity in the areas of Environment Services and Highways. Following the review PA developed a commissioning strategy that detailed how efficiencies, value for money and effectiveness could be achieved by better working within and across the various departments through better commissioning.

Yorkshire Forward

Supply chain analysis to help deliver substantial procurement efficiencies

PA analysed the existing supply chain and identified both the potential opportunities and the barriers to implementation. This included interviews with the key process owners at the OEM and their suppliers, followed by benchmarking against supply chain and collaborative maturity profiles.  Also we delivered the first ever joint OEM/supplier workshops with a range of McCormick's Yorkshire-based suppliers from small to global. We helped the parties to gain a better understanding of how their collaborative relationship could be as important as the technology in delivering e-business.
