The rapid expansion and growth of shared service centres within HR has been one of the most striking changes in the corporate landscape of recent years.
Shared services in HR enables:
- simplification and standardisation of HR processes
- consolidation of HR resource regionally or globally

- improvements in management information and reporting
- reduction in costs, freeing up capacity for higher-value activity.
While many organisations have utilised shared services for transactional processes such as benefits administration and record keeping, increasing numbers are now looking to expand the scope of shared services to include more strategic processes such as talent development and employee relations.
PA case study HR shared services for a public sector transport provider
Following a merger - and amid an uncertain political and legal environment - this public sector transport provider asked PA to help it integrate and rationalise the merged group's HR functions. These were highly fragmented and spread across various operating businesses.
PA advised the organisation to focus on maintaining the momentum of change while remaining sufficiently flexible to accommodate shifts in the external environment. This was done by setting a small number of vital milestones, and continually maintaining and reviewing contingency plans. A sense of local business ownership was fostered to maintain 'business as usual' during the integration. This was also accompanied by a shift to a new HR delivery model based around a shared service centre and closer partnerships with the business units. A 50% reduction in HR headcount has been achieved so far.
