PA Consulting Group awarded USAID’s Energy and Environmental Policy Indefinite Quality Contracts (IQC) worth a potential $750 million over five years

PA becomes the only international consultancy to hold the three foundation contracts with USAID to perform energy, water and environmental work worldwide
The United States Agency for International Development (USAID) awarded PA Government Services Inc (PA), part of PA Consulting Group, energy and environmental policy IQCs worth a potential $750 million over five years, it was earlier announced.
Following the recent signing of its water IQC with USAID worth a potential $200 million, PA is now the only international consultancy to hold the three foundation contracts with USAID to perform energy, water and environmental work worldwide, potentially worth a combined $950 million over the next five years. PA works as a partner with government agencies and donors in the Americas, Europe, Asia and Africa to improve governance, reform public sector programs, reduce poverty, and strengthen public infrastructure and environmental services in developing countries.

In their efforts to achieve the eight Millennium Development Goals by 2015 – including elimination of poverty, improvements in public health and education, environmental sustainability, public sector process reform and increased investment in the developing world – which were set in a meeting of 191 countries convened by the United Nations at the beginning of the twenty-first century, the world’s bilateral aid agencies and multi-lateral development banks are sourcing the expertise of large multinational corporations and the support of local governments. Drawing on more than 20 years of experience in the development sector, working in nearly 100 countries on every continent, PA is helping development agencies and governments worldwide achieve those goals.
“Our work in the energy, water, tourism, and environmental sectors tells us that economic growth, poverty reduction, social development, education and environmental sustainability are inseparable. Advances in these sectors can result in profound and lasting reductions in poverty levels, support sustained economic growth and promote stable political climates, whose combined effect contributes to world peace,” Rubin pointed out.
PA is working in more than 50 countries to help alleviate poverty, strengthen economies, develop markets, promote democracy and improve health and the environment. “These are challenging times that test even the most resolute in the international development community,” added Rubin. “PA is proud to count itself among this group and remains committed to doing its part.”
Recent and current PA development projects, performed on behalf of USAID, include:
- water utility modernization. PA is managing a five-year, $13 million assignment to improve the operations, customer service, financial performance and capital improvement program of the water utility serving nearly six million people in Alexandria, Egypt.
- Red Sea Sustainable Tourism Initiative (RSSTI). PA is assisting in the development and dissemination of environmentally sound practices for the tourism sector from the design, construction to operational phases. Core work areas comprise of "Best Practices," Environmental Impact Assessment and monitoring, Environmental Management Systems, and sustainable tourism awareness, primarily in Red Sea resorts.
- electricity sector reform. PA advised the Government of Armenia at all stages of its energy sector restructuring program over the last several years. With PA’s support, the national, vertically integrated monopoly Armenergo was partially divested into separate generation, transmission, and distribution utilities.
