Infraco BCV
Changing working practices to optimize fleet performance
Infraco BCV Ltd (IBCV) is responsible for managing the trains, stations, track and signals on the Bakerloo, Central, Victoria and Waterloo & City lines of London Underground. IBCV revenues are determined by the PPP contract, which incorporates a system of rewards and abatement charges based on the day-to-day performance of the assets.
In 2000, IBCV had an unacceptable level of abatement charges relating to the availability and reliability of its largest fleet, the Central Line. It needed to improve performance, both to reduce these abatements and to support its commitment to a more intensive timetable. A programme of train modifications was expected to deliver enhanced reliability in the longer term but IBCV needed more immediate gains. PA Consulting Group was asked to meet this challenge.
PA managed a program of change which delivered a significant increase in availability and doubled the reliability of the fleet. This was achieved with minimal capital expenditure.
