Developing a rapid 'should-cost' model to determine the costs for the Defence Information Infrastructure programme

The Ministry of Defence (MOD) Defence Information Infrastructure (DII) programme involves the delivery of centrally-managed IT infrastructure services for 300,000 users in order to underpin business processes and improve Command and Battlespace management.

To support the programme, PA worked with MOD staff to develop a ‘should-cost’ model, based on the DII services requirements document. This was built from the ‘bottom-up’, using PA and industry best practice service delivery models, combined with existing cost information and assumptions, to produce financial summaries of the likely costs of delivering the IT infrastructure services.
