When the Office of the Telecommunications Authority (OFTA) in Hong Kong needed help in identifying the best technical options for introducing digital terrestrial TV (DTT), it chose PA Consulting Group. The result was a global partnership that has left OFTA ideally placed for rapid action when the Hong Kong Government decides the timetable for the implementation of DTT, enabling Hong Kong to reinforce its position as a leader in technological advancement in the region. In helping OFTA plan for digital TV, PA had to reconcile the interests of many stakeholder groups, including viewers, broadcasters, administrators and regulators both in Hong Kong and in Mainland China.
As well as the challenge of satisfying multiple stakeholders, there were also significant technical complexities to overcome. The PA team designed a bespoke computer model and accompanying planning techniques that could accommodate change both during and after the life of the project.
